Changes are coming for NSW council conduct along with the restructure of an underfunded office with a limited capacity to investigate thousands of complaints.

The "fundamentally broken" code of conduct applied to NSW local councils is set for reform as officials blame a stack of trivial complaints for bogging down the system.

The state government has launched a discussion paper that also proposes ban
