In 1876 the Dubbo Council began its plans to turn the future Victoria Park area into a park. The space was cleared, a swamp drained, and landscaping plans were designed.
In 1906 Dubbo’s first bowling green was opened in Victoria Park. However, it was not until the 1930’s that the space was fully utilised.
The government supplied money from unemployment relief grants for the local council to employ teams to create Victoria Park as we know it today. These teams of workers completed a multitude of structures including the olympic pool, grandstand, new playing areas as well as a 1000-plant rose garden and improvements to the duck pond area.
By 1980 the area comprised of the Rotary Corner, Begonia House, Propagation House, wishing well, kangaroo and bird enclosures - most build by the voluntary actions of the Rotary Club.
The Park was initially called ‘Queen’s Park’ with the duck area called ‘Victoria Lake’.
