Dubbo Regional Council (DRC) flew the flags out the front of the Dubbo Civic Administration building at half-mast on January 29 in a mark of mourning and respect for the late Mr Brian Semmler, with his memorial service held the same day.
Mr Semmler served as a councillor on the former Dubbo City Council between 1976 and 1981 and was deputy mayor between 1977 and 1980.
